The Rosenbauer Panther 8X8

 I don't know if I would trust the large windows on this vehicle, but it's definitely pretty bad-ass.  :)  I think it would make a great transport for tools, equipment, and meds -- and a few personnel.

The sliding flat panel storage units don't give a lot of footholds for attackers to hang on to and it features a large platform on top for crew to defend the vehicle.

Also note the angled cab which would make running over "debris" a little easier.
